تعليمات فنية إلزامية The Mandatory Technical Instructions Committee was established pursuant to the Palestinian Standards Institution Law No. (6) of 2000. Its primary mission is to issue a mandatory technical instructions document that specifies the characteristics of products or related processes, compliance with which is mandatory. These instructions may include technical terms, symbols, packaging, identifying features, labeling requirements, or production methods. Importing or bringing any product into Palestine or producing it locally is prohibited unless it complies with the specification requirements specified in the mandatory technical instructions for that product.

The mandatory technical instructions go through several stages before being approved by the relevant minister and the chairman of the board of directors of the institution. The process begins with the concerned party submitting a request to the Palestinian Standards Institution. The chairman of the Mandatory Technical Instructions Committee then studies the request and incorporates it into the work plan. A working group of relevant authorities is formed to draft the instructions. The final draft is then presented to the main committee for approval, followed by submission to the director general of the institution, then to the minister and chairman of the board of directors for approval and circulation, before entering into force. In special cases, the head of the institution, in coordination with the relevant minister, may exempt certain goods from these instructions.

Ministries, government departments, official institutions, and local authority councils are obligated to apply Palestinian specifications and standards in their projects, tender documents, and procurement documents as a minimum quality requirement. Local factories must also adhere to the mandatory technical instructions for goods and materials produced at all stages of the production process to ensure quality, safety, and compliance with applicable laws. تعليمات فنية إلزامية
