Fifth Board Meeting of the Palestinian Standards and Metrology Institute Held Under the Chairmanship of H.E. Minister of National Economy Khaled Osaily

Under the chairmanship of H.E. Mr. Khaled Osaily, Minister of National Economy and Chairman of the Board of the Palestinian Standards and Metrology Institute (PSMI), the fifth board meeting of the Institute for the year 2022 was held today, in the presence of Eng. Haider Hajjeh, Director General of PSMI.

During the meeting, a number of important topics were discussed, all aimed at advancing the national industry and enhancing its competitiveness in both local and international markets.


Key Decisions and Outcomes:

  • The Board approved and updated 173 new Palestinian Standards across various sectors, including:

    • Food products

    • Construction materials

    • Animal feed

    • Metals and metal products

    • Fertilizers and pesticides

    • Petroleum derivatives

    • Other industrial areas

  • The Board also ratified 146 reviewed Palestinian Standards, confirming their continued validity after five years from initial approval, in accordance with standard preparation guidelines. These standards cover:

    • Construction products

    • Electrotechnical products

    • Cosmetics

    • Furniture

    • Petroleum derivatives

    • Food products

    • Surfactants

    • Medical devices and supplies

    • Agricultural crops

    • Metals and metal products


Strategic Plan 2023–2028 Approved

The Board approved the PSMI Strategic Plan for the years 2023–2028. The strategy was reviewed and developed in cooperation with board members, relevant stakeholders, and volunteer experts from national institutions. The new strategy aligns with ongoing local and international developments in the quality infrastructure domain, and supports efforts to build a sustainable Palestinian economy.


Progress Report and Technical Regulation System

The Board reviewed the third cumulative report on the implementation of the 2022 operational plan, and commended the achievements of the Institute.

Additionally, the Board reviewed a proposed system for mandatory technical regulations, which includes recommendations for:

  • Designation of committee members and competent authorities

  • Procedures for drafting, issuing, and enforcing technical regulations

  • Mechanisms for dealing with emergency cases


Partnership with Ministry of Telecommunications and IT

The Board approved a Memorandum of Understanding (MoU) to be signed between PSMI and the Ministry of Telecommunications and Information Technology. The agreement aims to:

  • Promote partnership and integration in service quality assurance

  • Ensure public safety

  • Strengthen mutual cooperation and coordination

  • Regulate the conformity of telecommunications equipment with Palestinian standards and regulations

This partnership also supports enforcement of existing legislation and works to protect consumers from fraud and unsafe products.
